Everything in Baking Has Evolved. Have Our Flour Habits Kept Up?

Products, grains, processes, and consumer tastes have all transformed over generations. The way the industry judges flour quality hasn't moved at the same pace, and that gap is starting to cost.
Over the last 50 years, baking has changed on every front driven by more product types, new grains and ingredients, automated high-throughput lines, and health-driven consumer demands. Flour analysis tools have evolved, too. Yet flour testing methods and protocols still used to judge flour were designed for bread, not for the wide range of products, from crackers to cakes to noodles, that flour now has to serve. Protein content is still widely considered the most influential parameter on flour quality, while starch, an equally decisive driver of flour quality, is too often overlooked. Closing that gap doesn't mean abandoning trusted standards; it means adapting how they're used to the products being made today.
For generations, judging flour was simple because baking itself was simple. Hard wheat made a strong flour for bread; soft wheat made a weak flour for biscuits. It was a general rule, but it worked, because a skilled baker could always adjust by hand to absorb the difference. This method of operating does not work for today’s bakeries. Almost everything about baking has changed, and the way the industry looks at flour hasn't kept the same pace.
What has changed in baking over the last 50 years?
Four things shifted at once, and they reinforced each other.
- "Baking" no longer means bread. It covers biscuits, crackers, cookies, leavened and flat breads, pastries, steamed breads, noodles, pizzas, donuts and pretzels, and for a similar product the recipe and process can differ from one country, bakery, or even baker to the next.
- Raw materials have diversified. After mastering product consistency, consumers began to demand diversity. Recipes now incorporate all kinds of cereals, grains, starches and fibers, well beyond the straight white wheat flour the classic tools were built to analyze.
- Baking processes industrialized. Products once shapeable only by hand like pointed-end baguettes, very soft ciabatta doughs, pretzels, are now produced on high-throughput automated lines at volumes that would have been unimaginable a few decades ago.
- Consumer tastes have changed. Clean label, gluten-free, whole grain and ancient grains, plant-based, Low GI and Low FODMAP, reduced salt and sugar: Today's shopper asks baking brands to do things it never had to before, and rising ingredient and energy costs leave little room for waste.
Why haven't flour assessment habits evolved at the same pace?
This is the sensitive part. The tools themselves have evolved a great deal over the past century. What has lagged is how they're used and the mindset behind them.
Much of the industry still leans on protocols designed around a 100 years ago, when the reference product was wheat bread and protein was the headline number. Today's conditions are different, yet the tools are often used the same way they always were, even when they could be adapted to the product in front of them. As one KPM paper puts it, you can't move forward quickly while looking in the rear-view mirror.
Why did this gap matter less in the past?
The gap mattered less because there was typically a human safety net. When a flour arrived slightly off, an experienced baker adjusted the process by hand and corrected the variation. That subjective approach was good enough as long as the expertise was on site to correct it.
On today's high-throughput, highly automated lines, that margin is gone. A flour that isn't adapted to the process can create real problems, and with expert bakers leaving the industry (retiring, new career path, etc.) and not always being replaced, there's less and less expertise available to catch the issue before it becomes costly. The evolution of the industry is exactly what made the old habits visible as a limitation.
Does this mean bakeries should abandon trusted standards?
No. Standards remain the foundation of shared knowledge, and most of what the industry knows rests on them. The point isn't to forget them; it's to recognize that they reflect a past reality, and to add new and adapted tools and protocols alongside them, matched to baker’s unique product line. Encouragingly, most of those adapted approaches and tools already exist.
